Pepper has just moved to New York, and he's so sad. But his new neighbor Rover knows just how to make him feel better. He tells him all about the sights of New York City, bringing him on a fantasy tour, in which the dogs can do all kinds of things they couldn't really do-swim in the fountain in front of the Metropolitan Museum, chase pigeons on the roof of the Empire State Building, and so forth. At the very end of the book, the dogs set off eagerly on the real your-with their owners- and Pepper has began to feel at home. The artwork is very graphic collage made up of photographs, paper, fabric, and found objects.

Susan L. Roth taught art history and art technique to all ages after she completed a master's degree in printmaking. Her first book was published in 1984, and in 1985 she became a full-time author and illustrator. Susan divides her time between New York and Maryland, in the US.
