Kai Kudou is part of an elite organization of psychics known as Ashurum. During a mission to take custody of unregistered illegal psychics in the city of Gald, Kai strays from his companions and is taken in by Yuuki Tokugawa, an odd-job man working for Ashurum's guerilla enemies. As Kai spends more time with Yuuki and his mysterious sister Asuka, he begins to question what Ashurum's purpose really is -- does he want to protect the psychics or control them?
