Reg is unhappy because he can't join in the Rubbadubbers' game in the bath - water makes him go rusty. 'If only I could go underwater,' he says, and his wish is granted! The Rubbadubbers are transported to a magical undersea world. When Reg says the words 'If only...' once again, the fantasy is over and the Rubbadubbers find themselves back in the bathroom.
